Why would I want a Kyosho TCD in my Twin Force? Why would I not? What would it do to my car?
Do you know if there is a manual for it online?

TCD = Traction Controlled Differential. This type of differential which is usually placed in center or sometimes in front, will lock-up during sudden take-off, it will give you more power in cornering or when slowing down. TCD have special oil specific for it. It depends on your driving style if you need it or not. Give it a try.

Is this the same as LSD (Limited Slip Differential)?
Intuitivly I would think this would be a good thing on slippery surfaces like snow where it would ensure power to the wheel with the best traction. But the page you link to says otherwise: "not recommended for use in low-traction conditions". May be this would be a bad time to try. The snow season will start in a couple of months.
I have a one-way in the center. Should I replace that, or replace the front diff?

Yes, it works very similar to the LSD. But you do not wants to use it at low traction condition (eg. snow) as the diff would lock-up during hard acceleration and transfer power maximum power to both front and rear. For real car it is good as this mean you get max traction. But for RC car as they are over powered interms of power to weight ratio the 4 tires simply do not have enough grip. And you will end up with 4 tires spinning without any grip. Sorry for my bad English hope you understand what I mean. :)
