I posted this over at rcgroups but haven't gotten any responses.
I blew my current esc by running a modified motor with it. My Esc says good for 15t stock motor so I got a 15 motor. Turns out it was modified. I thought 15t was 15t, guess not.
So, what is a good esc that will run a 15t modified double motor?
Most of them say things like good for 9t and up but make no mention of stock/modified.
The ESC I tried to use is a tazer 15t and the motor was a venom 15t double modified motor.
Any help?

The Mamba Max will work with your motor....and a brushless if you decide to ever go to one!

Don't forget that gearing and battery selection are factors also. Check your motor and esc temps after a few minutes of running, if they are too hot to touch then you need to get a bigger spur or a smaller pinion. Bearings or shafts that don't spin freely can also drive the temps up.

I see nothing that says that this can be used for a brushed motor. Did I miss it or are you implying that any brushless esc can be used for a brushed motor?

With some funky wiring some of the Castle bushless ESC's can be used with brushed motors. I would download their manaul and check. If it can run brushed it will have the wiring diagram in the manual like the Mamba Monster does.
Keep in mind that this question is nearly impossible to answer as it stands. It is all about the watts not the number of turns. Motor turns factor into current draw. If you draw too much current or too high a voltage you will fry the ESC. I assume that, based on your terminology, you are talking about a 500 sized standard 1/10 scale can motor. Unles you have a really, really hot motor they should all be pulling 30 amps or less on 7 cells. It has been a while since I have done much with brushed motors, but I would bet that a modified motor is just one where the end bell has been turned to increase the time so that it runs hotter and faster. Increased motor timing is also less efficient. Sensored brushless motors also adjust timeing by rotating the end bell and sensorless ones change timing in the ESC software. That may be a lot more than you asked for.
